I guess, chilliness involves burning sensation / effects (involves infection/inflammation etc) while chill is simple extreme cold.

Default Re: What is the Difference between Chill & Chilliness?

Chill is a subjective/ objective symptom expressing one's feeling of a condition. This is more expressed with fevers where the chills run alongwith. These chills may be partial or total.

Chilliness is a state of an organism. Example chilliness in summer even.
