Default Governor bans new ISM colleges

BANGALORE: In a major setback to the Karnataka government, Governor T N Chaturvedi, who is also chancellor of universities, has banned new colleges — ayurveda, homoeopathy, nursing, yoga, pharmacy and all other Indian Systems of Medicine.

This the first time that the Governor has intervened and imposed a ban. The move follows the deteriorating state of medical education and mushrooming of medical colleges in gross violation of rules. An upset Chaturvedi has noted in his communication to the state government:

"Many fake institutions without any credentials have been given affiliation and are indulging in cheating students and parents thereby bringing disrepute to the government and the Rajiv Gandhi University of Health Sciences." What has shocked the government is the governor's dictum on a complete ban on starting new institutions.

"He has directed the government to constitute a task force, which will study functioning of the 1,238-odd colleges. Until government formulates a policy ,no new colleges, courses or increase in intake can be entertained," sources told The Times of India.

Consequently, the department of medical education has been forced to send back over 300 applications for starting new colleges and even returned their deposits.

The nine-member task force headed by ENT surgeon and architect of RGUHS C M Gurumurthy has commenced an in-depth study of the functioning of existing colleges as well as the requirement for establishment of new para-medical and Indian system of medicine and homoeopathy institutions, keeping in mind the demand and supply position.

It is expected to submit its report within six months. Following the Governor's rebuke, the state government has directed the RGUHS, Karnataka State Nursing Council and the Drugs Controller not to invite and entertain applications for establishing new colleges until further orders.
