Check the semen report for viscosity. If it is high, it could be the cause of poor motility.
HE could probably have a varicocoele which will have to be treated - mostly surgically. And as Carol said, he'll have to avoid high temperature/heat in the groin area - and loose garments are the answer. The consitutional similimum could help all these problems in time if he's willing to be patient.
