Almost all sleep problems are both behavioral issues and are due to something parents do, usually with the best intentions, to make sleep harder for their kids.
I suspect that she has never known how to fall asleep on her own. I suspect that her last waking memory involves a parent. She needs to have a simple, routine bed time ritual and then needs to fall asleep without a parent present in the room. If she falls asleep with one of you in her room, or she falls asleep in a room other than her bedroom, she will continue to get up
