No they cannot,Who told you this?
There are over 3,000 different Homeopathic remedies avail. for a practicioners use on patients. NOT JUST 12.

Is there a specific ailment/symptom you are referring to?

Classical Homeopaths normally do not deal with complex chronic "diseases" using -any- "COMBINATION REMEDIES".
