Yes, that would have been possible.

If an indicated remedy ceases to be effective when used in its original strength, a higher potency may be needed. A change of potency is recommended before changing remedies.

A specific potency, whether high or low, may work for a certain time or to a certain degree and if it seems to no longer have any effect the potency should be changed.
