I realize that I sound like a broken record here but as I e-mailed to you privately, most dogs are anxious or downright scared during thunderstorms -forget the phos, if thats the symptom you are using. As for the jealosy issue: its a small,probably spoiled dog of a naturally HIGH NRG breed.
I think that keeping him sedated is down-right cruel but if the owners are convinced the dog has a problem (I believe the problem lies with ineffectual training on the part of the owners)by all means try to treat homeopathically, but you will need much more specific symptoms than "excited", "jealous" and "scared of thunderstorms".
