'At least' would presume that it has to BE one-billionth, to my mind, not that it can be smaller. Seems to me you mean "one-billionth or less", or maybe I am not understanding something? Not that I expect an answer to that, just FYI. Maybe others will not understand, either.

One other note about the word, NANO...
It actually derives from the "dwarf" and it loosely refers to SMALL and infers SMALL AND POWERFUL.
Yes...some definitions refer to it as one-billionth, but this is not its only definition.
