Your question is not too clear.
Are you making up a solution for dispensing medicine?
Or are you manufacturing an alcohol based potency?
If its for dispensing, the alcohol concentration is anything that will presernve the solution and prevent it from getting contaminated.
If you are manufacturing a potency, then you need to have 99% alcohol. Or absolute alcohol.
