Perhaps you could ask the question "are guns safe?"
and then consider the replies to both questions.

Both could be considered safe in the hands of trained individuals and both could be considered lethal in the hands of those untrained.

Homeopathy, inappropriately used, as with any modality cannot be considered as "safe".

The medical fraternity may consider homeopathy as hocus pocus or whatever, but it remains that whatever heals can harm, whether allopathic or homeopathic.
