I do agree with you that homeopaths here in India use the 30 and 200 potency(or any potency for that matter) too often. Too frequent repetitions. But I am not one of those. And I don't think medicines prepaped here in India are any different from those prepaed anywhere else. I get the same results. And the repetition depepnds on so many conditions and even on the medicine that you are using. I have seen chronic cases improving for months on just 1 dose of 30c because the medicine was deep acting enough and the patient was strong enough to take the right course once the initial nudge is given. And on the other hand there are cases in which we have to move up the potency ladder quickly to extract everything possible, because the medicine is short acting or not deep acting enough.

But when the vitality goes down, it can produce two phenomenas or may be two stages. In the first stage, the body starts reacting strongly and wrongly, ie; it becomes hypersensitive. And the second stage when the vitality is very low the body does not respond to any stimuli easily. In the first case, if a medicine ir right, it will produce good reaction with one dose. But in the second case, initially some frequent repetition may be required to produce a reaction strong enough to carry on the healing process. In debilied cases repetitions may help to maintain the good work that a medicine has started till the vitality of the person becomes strong enough to do the good work itself.

I thought in this case, due to the old age and debility, the cat is moving towards the second stage of no/low reaction. And that is the reason I suggested to test a medicine well before switching on to other...lest a good medicine is not given a good chance!
